He has developed and teaches a special academic course at the Northern Arctic Federal University in Arkhangelsk called ‘Protecting the Constitutional Rights of Citizens in Criminal Proceedings’. Through his active work in the upper chamber of the Russian Parliament he has become an acknowledged legislative expert among the legal community and has been responsible for over 70 legislative initiatives, most of which have since become federal laws. He represented the Arkhangelsk Region for four years as a member of the Federation Council of the Russian Federal Assembly (senator) and Deputy Chair of the Federation Council Committee for Constitutional Legislation and State Construction, and was the plenipotentiary representative of the Federation Council at the Russian Justice Ministry.
